God made all angels, even those who later became devils. God loves all He has created. He has never turned His back on anyone entirely...
I have been asked the question "How can a loving God allow anyone to suffer eternally in hell?" This is directly parallel to your question, only regarding a different type of being than the human soul.
God has a fiercer side to Him, otherwise He would not have been able to help his children in battle against other human souls (which He created too). God continues loving us, even when we think we don't love Him. The devil chose not to love God, and God allows him to do so. I think a more diffucult question may be, "Why did the devil (and his followers) choose to stop loving God?" There has to be more to this than simple arrogance.
